Sample proposals can be acquired by writing the Freedom of Information
Officers (FIO) at the various federal agencies.  You will need to review
the award notices for a particular competition and request a specific
proposal.  Most agencies do not like to supply more than two proposals at
any one time.  There is no fee for requesting proposals through agency
FIO's.  Receipt of the proposal(s) may take awhile.

There are three books that I am aware of that for a price provide copies of
sample proposals:

"The Proposal Writer's Swipe File, 15 Winning Fundraising Proposals",
published by The Taft Group 1-800-877-8238.  It seems like this book was
around $25.

"Winning Science Equipment Grants", Capitol Publications (703/683-4100).
Last cost reference I have is for $93 - kind of expensive for seven
proposals.

"Education Grantwinners", Capitol Publications (703/683-4100).  Last cost
reference I have is for $97 - again kind of expensive, but this one
includes nine proposals.
