One possible source of funding for student foreign travel is the NSF's
"International Opportunities for Scientists and Engineers"  (Program
Announcement NSF 93-51)  within the Division of International Programs.

This program provides funding for:
 Cooperative Research
 Joint Seminars or Workshops
 Planning Visits
 Dissertation Enhancement

We have utilized this grant for the last two years for a grad's travel to
Denmark for extended research work.
