 Bill Campbell asked about grants in China:

 I talked with my many scientists from China, and they inform me that
 there is a grant mechanism in place that is very similar to our NIH
 grants.  Scientists apply for funds for supplies, equipment etc. for a
 grant period of three years.  The grants are peer reviewed just like they
 are here.  Institutions also receive "block" grants from the gov't to
 cover basic research costs, and salaries for the P.I.s and technicians
 are paid by the institute .  If a P.I. does not get a grant, his/her
 salary and the salaries of the technician continues, but since they have
 no money for supplies, they go to work each day but are essentially
 nonproductive.  All sources of funding is from the gov't, since there are
 no private granting agencies, like ACS, American Heart, March of Dimes,
 etc. in China.  Just like here, the competition is increasing, and it is
 getting much more difficult to get funding.
