From what I understand, that used to be the case until Novmeber 1994 when
ED said that the 8% training rate should be applied to a modified total
direct cost base (which does not include stipends, tuition, and capital
expenditures of $5,000 or more).

Furthermore, we can no longer use unrecovered indirect costs
associated with training grants or grants with restricted indirect cost
rates to satisfy matching or cost-sharing requirements.

The final rule was published in the Federal Register on Nov 17, 1994
(p. 59578-59584).
