Pro-Children Act of 1994 Doug Wilkerson, Ph.D. 12 May 1995 15:13 EST

 We have recently had to certify compliance with this act in a grant
application to HRSA and today we received a subcontract on an NIH R01 award
which "flowed down" the requirement for compliance with this act.  Briefly,
the act requires that an institution have a non-smoking policy which applies
to every area of every building on campus.  The only exceptions being:
1) private residences and 2) Drug and Alcohol Treatment facilities.
 Although we have a campus-wide no smoking policy, the one exception to
that policy is that in our hospital, patients can smoke in their rooms upon
the written orders of their physicians.  As I read the Act, this puts us out
of compliance with the "letter" of the act.  To date, I have certified our
compliance with the Act, but with an asterick and explanation of the above
exception.
 Anyone else have problems with compliance with this act?  How have you
handled them?
