IF THERE WERE A WISH LIST MOST OF THE FAR AND DFAR WOULD
VANISH.  HOWEVER, WITH RELATION TO THE REGS REGARDING
INDIRECT COST, THE CONSTANT REVISING AND REVISING AND REVISING
OF FEDERAL REGULATIONS (A21 ESPECIALLY) WHICH MAKE THE
SYSTEM MORE CUMBERSOME AND ULTIMATELY MORE EXPENSIVE TO
HANDLE NEEDS TO BE CONCLUDED.  THE ENTIRE OVERHEAD ISSUE
SHOULD BE DEALT WITH BY THE OMB IN PARTNERSHIP WITH
UNIVERSITIES SO THE MATTER CAN BE PUT TO REST ALREADY.  EVERY
TIME THERE IS A "NEW" OR ADJUSTED GUIDELINE OR REQUIREMENT,
A WHOLE NEW SET OF POLICIES AND PROCEDURES HAVE
TO BE DEVELOPED, REVISED AND IMPLEMENTED.  IN A STATE SYSTEM THIS
IS EXTRAORDINARILY FRUSTRATING.  WELL, THIS MESSAGE DID NOT
