In our school we have hired a Network Engineer to manage the LAN. He has a
BS degree in Computer Science and considerable experience in LAN and
wide-area networking as well as a lot of other computer stuff.  His
position is mid-level professional and he started at at mid-$30K.  He
serves seven departments although two departments have additional computer
professionals.  His job is quite far ranging and I could not function
without him.  He is responsible to assist in planning technology needs for
the school, is a liaison to the campus and university-wide computer
beaurocracy.  He helps faculty instal set up their PCs and Macs, access the
network, including the internet and solves their general computer problems.
He assists faculty in using the computer clusters for teaching with the
help of the campus wide people.  He is setting up a home page for the
school for the WEB which students will use for counseling purposes as well.
He researches software and does all the specifications and purchasing for
the Deans Office of computer and video equipment etc. etc. etc.  There is
no way he could do anything else and I would be surprised if you could find
someone who would want to do what he does AND research administration.  His
job is quite technical on the computer side.
