I recently received a brochure directly from EPA announcing their new
graduate fellowships (2/13/95 deadline) and an announcement that over the
next three years they plan to expand their program for extramural
research grants selected from competitive, peer-reviewed proposals.  EPA
is also working with NSF to jointly solicit and evaluate proposals.  If
they intend to solicit proposals, I would guess it would have to appear
in the Federal Register some time in the future.They list the EPA gopher
address as GOPHER.EPA.GOV where you may find additional information.
