At College of Charleston, we encourage any savings possible.  We will pay
extra lodging and per diem on non-meeting days to encourage lower Saturday
night stay-over fares, provided those expenses do not exceed the airfare
savings.  If they do (which may be the case if the traveler wishes to do
sightseeing or other non-project related activities), he/she must pay the
difference out-of-pocket.  In my time with this institution, we haven't yet
had the problem with a cancelled trip, so I'm not sure how we would handle
it.  Many of the new lower-fare tickets can be changed for a minimal fee of
$25-$35 dollars--a significant improvement over the old "turn-to-dust"
tickets--and still usually a significantly lower total cost than the
full-fare ticket.
