At William & Mary we just subscribed to the Federal Register via
telnet access through Delphi.  We set up a on our Gopher.  We are
charged as we use the service.  The basic plan is $10 a month for up
to 4 hours of use which is more than plenty for us.  When you access
the Federal Register there is also a $.15 per minute surcharge
because they are providing access to Counterpoint's gopher site.

Essentially this is a little cheaper way of getting Counterpoint's FR
for those of us who don't use it often but still want access.
