Sherry, Mildred Ofosu at Delaware State University directs the sponsored
program office under the Capacity Building project.  She's just completed
a really excellent manual and has some other very good materials.  She's
in the NCURA and SRA directory.  Also, Ted Roumel at (301) 496-7057, the
program manager for the project.  You may want to talk with NIH in the
EARDA program; there's an added dimension to the EA program that also
provides funding for new offices.  Likely Julie Norris can get you
additional information as well.
