Our office in DOE funds some health effects research.  Ever
          since the big flap over the misuse of direct moneys a
          couple of years ago, and the more recent movements to
          hold down direct costs, we have been looking at these
          shifts of research charges from the indirect to
          direct categories.  From my perspective, there will be
          continuing limits on available research funds and it
          will serve little real purpose to try to disguise costs
          that are not directly related to research as if they are so
          related.  A rose by any other name still has thorns.
