A high percentage of the grant awards to our institution do not pay
indirect costs. They are waived due to sponsor policies that do not
permit payment of indirect costs. We are kicking around an idea to
establish a NEW DIRECT COST, an administrative fee, for these awards
that would cover some of the basic administrative costs. A sliding scale
would probably be used to minimize the burden on small awards (say less
than $2000). Below this level, we would either charge zero or a very nominal
fee.

We would like to know whether other institutions have thought of this
idea. If yes, was it implemented? How was it structured? What was the
maximum amount charged ? How was it received by faculty and sponsors?
Any information about other institution's experience with this concept
would be appreciated. We would also like to know how other institutions
handle sponsors who do not pay indirect costs. The custom in this state
system is to allow waivers for sponsors who have a written, general
policy against indirect costs if the benefits to the institution of
accepting the award warrants it. I will post a summary of the responses
