We have a field in our database that notes whether a proposal is
pending, funded, declined, or "other." Records for proposals that are rejected
or withdrawn (or whatever) aren't ever purged, they just never make it
into the funded category.

We send out notices to all PIs with "overdue" proposals asking them to
update their information.  If we don't hear back, the proposal is assumed
to be rejected.  These notices go out 3 times a year - in Sept, Jan and May.
They are generated from our database using a script macro that checks
the current date against the start date and also a field in which we can
enter the date by which the PI is supposed to be notified (if this is also
known).
