Open Competition for Subcontracts Liz Mazzella 29 Mar 1994 16:33 EST

In cases where a particular subcontractor is named in a grant application
how do you reconcile that to the requirement for "open competition" in
procurement of goods and services required under A-110?  Do you make
your PI go through a selection process prior to naming a particular
contractor in a grant application?  Understood, that in many cases
subcontractors who are named in the grant are often scientific collaborators,
with a particular scope of expertise where a sole source justifcation can
easily be made.
However, in some cases the distinction between a uniquely qualified scientific
collaborator and a contractor who could have been selected from many
qualified contractors is not as clear...

How do you handle this dilemna if faced with it? (We seem to see it
a great deal more in human services demonstration/service grants
but sometimes we face the issue with traditional research grants as
well.
