Adam,

It is my understanding that federal appropriations limit the period for availability of funds to 7 years, after which they expire & unspent funds are returned to the Treasury.

Is anyone aware of a good explanation of when federally appropriated funds expire and under what conditions those rules apply versus when there are workarounds? The NSF PAPPG includes this text in the no-cost extension section: "In addition, grantees must be aware that most NSF appropriated funds have a limited period of availability for expenditure before the appropriation cancels. No-cost extensions do not extend the period of availability for canceling funds." The word "most" makes me wonder which NSF-appropriated funds don't apply.

When it's relevant, we work with our PIs and the appropriate Program Officer to figure out if expiring appropriations are a problem for the specific situation at hand. But I'd love to have a better handle on this rule and when there are possible workarounds to funds expiring.
