Bobbie & Sunita - There is some good news here... Grants.gov has also incorporated NIH's full validation service into Workspace, so it is possible to get the same full Grants.gov + NIH validation when using Workspace or a third-party S2S system as exists when using ASSIST.

    I offer a cautionary comment - in using Grants.gov for a submission to NIH, Grants.gov only validates for their own system.  NIH has their own validation criteria, which is not captured in the Grants.gov system.  When you submit to Grants.gov successfully meeting all of their validation criteria, they Grants.gov forwards the application to NIH's eRA system & the proposal must meet all of their validation criteria, which is quite stringent.

    When you prepare NIH proposals via their ASSIST system, you receive validation error messages, which need to be met.  I strongly urge you to use this system instead of Grants.gov.

    Sunita,
    For the R15, as you said, you have to enter all costs in year 1. This will include your subawards direct and indirect costs in Section F, Line Item 5 Subawards/Consortium/Contractual Costs.

    Then you will need to add an R&R Subaward budget to your application, and put all of the subaward costs (both direct and indirect) in year 1 of that budget.

    I can’t comment as to Grants.gov, but in ASSIST when you do this it automatically inserts a page at the end of your budget that summarizes your direct costs LESS the consortium F&A in each year, which is the number you need to be under $300k.

    I probably wasn’t too clear on my original e-mail.

      *   We use grants.gov to submit
      *   The PAR(19-134) states: R&R Budget (direct costs of $250,001 to $300,000):
                All instructions in the SF424 (R&R) Application Guide must be followed, with the following additional instructions:
                 Budget Period 1: Direct Costs
                Total Direct Costs less Consortium F&A: This number must not exceed $300,000.

    On R15 applications, I complete one budget period with total costs for each line/category. For costs less than $250K, there is a separate field in which to enter the sub’s IDC. No such thing (that I can see) on the R&R form.

    If your $300k in total direct costs is spread across 2 budget periods or more, then you do not have to use the R&R detailed budget form.  You can use the modular budget form (you do mention that you budget is modular in the first part of your email).  If you are using the modular budget format, there is a box to the upper right called "Consortium F&A" that you would use to enter your subawardee's indirect costs.

    As Diane mentions, you need to add the R&R Subaward Budget Attachments form… then build out the subaward budget in an detailed budget form from there… And worth noting – there is no place in the Grants.gov budget that it is obvious that the subawrd F&A is excluded from evaluation of the direct cost cap because that is an NIH-ism.  But NIH does that calculation automatically when the submission is received from Grants.gov.

    Usually when you use the R&R budget and have a subaward, you have to also use the Subaward R&R budget for their portion of the project.

    I use ASSIST and the system adds a page that calculates the direct cost from both budgets.

I completed one budget period to include all charges for the entire application as per the instructions. I entered DCs only for our subaward in the “other direct costs” section. I added another line for our sub’s IDC, but I cannot specify that the rate is for our subaward unless I put the information below ours in the “Cognizant Federal Agency” box.
