Jean Feldman addressed this briefly in the recent NCURA webinar. For NSF awards, contact the NSF Policy Office for information.

Some institutions indicated that they would replace the supplies at their own cost later. jean stressed the need to document everything carefully.

I’d definitely check with the appropriate grant or policy office at the awarding agency.
