I think where I get hung up is that he is a 12 month appointment.  He works all 12 months but is only 0.5 FTE.  If using example 2 (half time appointment), does this matter?  Is the end result the same?

I understand how to calculate his person months (10% of 0.5 FTE 12 month appointment = 12 x 0.5 x 0.10  = 0.6 calendar months).

You should treat this PI like Example 2 in the link you provided. So the "cap" in this case is $92,550 based on 6 total months. Your PI exceeds this cap at $150,000 for 6 total months.
