Every institution is different.  So, I think pre-award could be successful within/under any of these areas.

However, if one generalizes about the primary missions and associated mindsets of Advancement and Finance, good, faculty-supportive pre-award functioning might be more difficult if reporting was to either of these units.  I think that only on the academic side (Provost or Academic Affairs) can the dual responsibilities of compliance and grants development find the appreciation they deserve.  Pre-award needs to be overseen by someone who understands that protecting the institution AND facilitating scholarly activity are each essential to the viability of the research enterprise.

I was wondering if you all could send me at least one good reason why a pre-award grants office would benefit (e.g. more awards) by reporting to each of the following areas. Then, one reason why they would not benefit (more awards) by reporting to that area:

1) Academic Affairs

2) Advancement

3) Provost

4) Financial Affairs
