Thanks to all. There seem to be differences between schools on whether to charge full indirects on Phase 1 SBIR/STTR sub-awards OR to incentivize  these partnerships with reduced or zero IDC recovery.  However, there is consensus that the full indirect rate is used for Phase 2 proposals. CH
