Hi Folks,
I've reached out to the DofEd contact listed but haven't heard back -- does anyone know what exactly they mean by this:
"Institutions of higher education may only submit one application and may only be awarded one grant."

Does this mean that a university may only submit one application as the primary but may serve on others as collaborating partners, or that a university may only be named on one application, period?

We've gotten two invitations to collaborate on applications submitted by other universities and I'm wondering if we have the option of collaborating on both.
