PRE-AWARD CONTRACTS AND GRANTS MANAGER

Qualifications Summary:
Bachelor's degree (B.A. or B.S.) in business, accounting, or related field from an accredited four-year college or university; and at least four years of research administration experience; or equivalent combination of education, training, and experience. A thorough understanding of research administration. Experience with direct research compliance in a research university, foundation, or hospital setting. Experience and knowledge of federal agency policies and procedures, as well as applicable CFR and OMB circulars. Ability to prepare projections and budgets, and work and communicate effectively with various stakeholders in a professional manner (e.g., faculty members, scientists, administrators, etc.).

Job Description Summary:
The role of the Pre-Award Contracts and Grants Manager is to encourage and facilitate the submission of new contract and grant proposals. The Pre-Award Manager, under the supervision of the Contracts and Grants Director (CGD), oversees the department's collaboration with Faculty to identify and apply to new funding opportunities. Specific duties include: Manages and coordinates pre-award research administration. Manages and supervises Contracts and Grants Administrators (CGAs) and support staff. Develops and maintains quality assurance processes to ensure timely and detail-oriented processing of pre-award grant administration and other tasks. Responsible for all aspects of pre-award management and monitoring the various aspects of pre-award pending and in progress grant applications, sub-awards/sub-contracts, and other VMRF-administered projects. Provides direction and assistance to Veterans Medical Research Foundation (VMRF) Principal Investigators and their staff regarding proposal preparation and submission. Is involved in oversight of CGA's ongoing discussions with Principal Investigators to conduct funding needs assessments. Work closely with CGD to identify funding sources and opportunities which meet organizational research objectives. Assists CGD and CEO with specific policy and other tasks. Key responsibilities include, but are not limited to, the following: Responsible for institutional oversight and all aspects of pre-award administration. Develops and monitors methods and procedures to produce organizational reports for pre-award functions. Responsible for the identification, review, and evaluation of potential negotiation points of grants, sub-awards, sub-contracts, and agreements, excluding industry sponsored awards. Coordinates with CGD on the negotiation aspects of this evaluation. Is responsible for the oversight of CGAs in proposal development to include: preparing intent letters, budget projections, working with Investigator staff in formatting documents according to RFP instructions, proofreading documents, preparing documents for submission to funding source, and conducting follow-up. Conducts fiscal and administrative review prior to submission including F&A costs, cost sharing, compliance, and sub-contract proposal. Provides direction to CGAs in proposal and new award compliance reviews as it relates to human subjects, animal use, and conflicts of interest. Works with CGD in negotiating with sponsors to establish terms and conditions of grant awards. Prepares monthly pre-award and other reports as needed for C&G department. Responsible for ensuring on-time, compliant, and accurate submissions. Supervises employees in the C&G department to include monitoring of work flow, reassignment of tasks where necessary, quality control, employee performance and reviews, training and discipline. May perform additional duties as required.
