I suppose that it'll only be a day or two per office/person, but it's the principle.
Like I said, I feel like their general approach is obfuscation and misrepresentation
consistently.

Yes – they modified the announcement in Grants.gov on the “Version History” screen. The instructions read as follows:

MODIFICATION TO FULL ANNOUNCEMENT *****IMPORTANT***** SECTION 4. SUBMISSION - PAGE 4 AND 5: - CLARIFICATION - .....DISREGARD REFERENCE TO ZIP FILING......... INSTRUCTIONS.........Proposals can be submitted as one or multiple files using a PDF format. In the event you combine the volumes into a single PDF formatted file it will be accepted with the application. Additionally, individual Volumes I, II and III can be made into a separate PDF file and attached independently, this will be accepted with the application. If attached separately each PDF shall be clearly named as Volume I, Volume II and Volume III................ ***ZIP FILES ARE NO LONGER REQUIRED***

Is anyone submitting a proposal to the  IC CAE program under Defense Intelligence Agency due 3-15-14 (HHM402-14-BAA-243)?

I was wondering how everyone is submitting their excel spreadsheets since it’s a Grants.gov submission that  requires one upload and the guidelines state it should be a zip file when Grant.gov doesn’t allow zip file uploads?  If you have any suggestions please let me know.  The agency question period ended on 3/1/14, so asking them is not an option.
