The Veterans Medical Research Foundation (VMRF) is a private not-for-profit medical ‎research corporation, providing support for biomedical and health services research. VMRF, a 501(c)(3) organization, works closely with the VA San Diego Healthcare System (VASDHS), and is the second largest of 82 active VA Foundations.

Qualifications Summary:
Bachelor’s degree from a four-year college or university and at least 2 years of progressively responsible experience in a related field (Accounting and/or Contracts & Grants preferred); or equivalent combination of education and experience. Must be able to read and interpret notices of award, terms and conditions, contracts, subcontracts, and other legal documents related to grant administration. Must be able to read and interpret various accounting documents: income statements, balance sheets, project details, purchase orders, etc. Must have experience coordinating final fiscal, progress and invention reports to external agencies for grant closeout; and be familiar with tasks and requirements relating to OMB A-133 audits.

Job Description Summary:
Interpret contract and grant requirements and funding agency guidelines.  As necessary, work with Pre-Award Contracts & Grants Administrator to notify PI of progress report submission deadlines.  Review PI progress reports for formatting, content, spelling and grammar and coordinate with PI's to correct any errors.  Ensure that interim financial reporting as required by the funding agency is completed in an accurate and timely manner.  Prepare and execute all necessary documentation for consortium agreements.  Perform sub-recipient monitoring tasks.  Advise PI on the overall status of all funding sources:  Advise PI on a monthly basis of the financial status of all accounts; forecast possible problem areas.  Analyze and advise on status of personnel on projects approaching close-out.  Analyze awarded research monies and prepare fiscal projections and reports to ensure proper expenditures of grant and contract funds as required by funding agencies.  Forecast financial scenarios, and make sound recommendations for spending plans.  Maintain budgets and approve expenditures.  Analyze trends in expenditures (i.e., dramatic increase in expenditures in a certain category, close to the project end date, etc.) and recommend and implement a course of action.  Research and recommend solutions to problems related to allocation, expenditures and termination of funds.  Prepare expense transfers, budget adjustments, etc. providing sufficient explanations that will meet internal and external audit requirements.  Ensure that interim financial reporting as required by the funding agency is completed in an accurate and timely manner.  Coordinate final fiscal, progress and invention reports to external agencies for grant closeout.  Consult with PI on determining funding sources for personnel. Process Joint Personnel Agreements (JPA's) as required.  Analyze PI portfolios and identify funding shortfalls and future needs; communicate these needs to C&G management.  Prepare monthly post-award monitoring reports for department.  Assist with developing department and institute procedures.  Maintain and update electronic and hard copy of awarded files.  Interact with researchers, their staff and agency personnel, answering questions related to  grant activity.  May perform additional duties as required.
