Description of Basic Duties: Under the general direction of the Associate Director, the Manager, Research Finance is responsible for the fiscal management of grants and contracts according to the terms and conditions of the sponsor.  The Manager, Research Finance will directly supervise and coordinate the work activity of a team of Grant Accountants and an Assistant Grant Accountant.  Provide career development, support and performance evaluations.  Ensure all grant accounts are in good standing.  Responsibilities include assisting Management in ensuring the needs of Principal Investigators and support staffs are met while complying with institutional policies and governmental regulations. Assist management in broad level reporting and analysis for the department.  Lead training and education meetings and trainings to both internal and external groups.  Perform other duties as required.
 
Essential Duties/Responsibilities: 
 * Directly supervise and coordinate the work activity of a team of Grant Accountants and an Assistant Grant Accountant.
 * Provide career development, support and performance evaluations.  Ensure all grant accounts arein good standing.
 * Participate in the interviewing, hiring and training of new Grant Accountants and Assistant Grant Accountants. 
 * Review journal entries, FFR’s, and Invoices. 
 * Maintain regular communication with each department/program; attend meetings with Grant Accountants and Department PI/s and Admins as needed.
 * Continually assess needs and resolve issues of the Principal Investigator related to Grants Administration.
 * Provide education and training to both internal and external groups in individual and group format.
 * Act as a liaison with General Accounting on daily operational issues.
 * Run Overspent report and send out to appropriate parties.
 * Forecast budgets for accounts that have high spending to ensure there is enough funding for remainder of the project.
 * Perform quarterly REF analysis to FPF for the CARTS model.
 * Assist with annual department projections.  Conduct budget to actual analysis.
 * Review shared services biannually and ensure budgets are on target.
 * Communicate with fiscal contacts at funding source for problem resolution and information gathering.
 * Prepare Quarterly Payment Management System Report.
 * Attend and participate in local, state and national conferences related to grants administration.  Communicate the knowledge gained at conferences and seminars to staff. 
 * Ensure Reconciliations and Closeout’s are completed within 4 months of budget end date.
 * Ensure all AR is collected in a timely manner.  No outstanding AR over 120 days. 
 * Conduct orientation/training sessions with new principal investigators and administrators to ensure mutual understanding of grant and contract requirements, as well as BMC policies.
 * Assist Compliance Manager with training needs of Administrators and Principal Investigators. 
 * Resolve Revenue Tester on a Quarterly Basis
 * Ensure Grants Access Database is correct by running quarterly query checks. 
 * Streamline current processes, including the Financial Status Report Template.
 * Perform analysis and support for ad hoc projects as needed.
Experience:  At least 5 years of relevant work experience in Research Finance/Grants Administration with minimum 2 years of supervisory/managerial experience.

Knowledge and Skills Required: Knowledge of State, Federal and Non-Federal sponsored programs’ regulations and operation policies, including OMB Circulars A-110 and A-133, OASC-3, NIH grants policy statement, and FARs.  Working knowledge of key practices in the field of research administration.  Strong computer skills, including knowledge of Microsoft Access, Word, Excel and Power Point.  Strong interpersonal skills, a high degree of organizational skills and demonstrated leadership abilities.  Must have the ability to promote teamwork and a strong customer service ethic to supervised personnel.  Skill in problem solving and conflict resolution.  Strong oral and written communication skills.  Demonstrate ability to work in a fast paced environment with strict deadlines, to manage multiple priorities, and to delegate where appropriate.  Ability to maintain confidentiality.
