My understanding is that you must use a US carrier unless it takes several
(I think it was three) stops to get your destination and the foreign
carrier would require fewer stops. This was an exception to the rule a few
years back.

In our experience, Canada was considered foreign travel.

As I understand it, the Act requires anyone traveling on federal funds to
use a U.S.-flagged carrier (or a foreign carrier operating under a
codesharing agreement with such a U.S.-flagged carrier, such that the
ticket is issued by that carrier and not the foreign one) whenever flying
into or out of the United States (including travel to Canada or Mexico).

A semi related question…regarding the Fly America Act.

Fly America applies to foreign air travel.  If Canada is not considered
international or foreign travel, does the Fly America Act still apply?  Can
a federally funded traveler book directly with Air Canada for instance,
between the US and Canada or totally within the boundaries of Canada?

Subject: [RESADM-L] Question about Canadian sub or consultant

I apologize, but neither me nor my PI can locate the delicate details on
whether the NSF can consider a Canadian (at an IHE in Canada) a co-PI on
the level of subcontractor versus can they only serve as a consultant?

I apologize further because sometimes I get lost in the parsing of hairs
here. Knowing the NSF and the whole federal government doesn’t consider
Canada nor Mexico as international travel… I don’t see that we cannot
contract in the form of a subaward with a specialist at a Canadian IHE.

My guess though.

Any more informed experience is appreciated.
