In my opinion, if the fellow will be getting paid for the summer internship at the NIH then yes it would be "double dipping". You would need to do a leave of absence to avoid he conflict.

I would think that an easy way to answer this would be to have a quick discussion with the NIH grant manager for their interpretation.
