Robin,

I suspect that it was an internal arrangement from probably an indirect recovery redistribution.  It is my understanding that federal money has always been awarded to the institution under the direction of the PI.  Granted 30 or 40 years ago the regulations were much less defined, but they have always been awarded for a specific project to be used to advance the project and only the project.

Here's a question for those who know a lot about the history of NIH/NSF. I know they both currently operate on a cost-reimbursement basis. Has this always been the case? We have a PI getting ready to retire, and he claims his "slush fund" came about from monies accrued from leftovers from NIH/NSF grants, and therefore it should remain his and not go to the department. I say it's not possible, but then it was pointed out to me that some of these grants were from 20, even 25 years ago so things may have changed over the years.
