Sophia,
I would say check with the program officer at NSF and see if it would be allowed.

Subject: [RESADM-L] RUI Impact Statement

I have a professor submitting a collaborative RUI proposal. Our institution is not the lead, the lead institution is a RUI institution and submitting the RUI impact statement. Does our institution also have to submit the RUI Impact Statement? We are an RUI institution, but since we're not the lead I'm not sure.

Thank You,
