Sponsored Programs Administrator
The University of Maryland, Baltimore has an exciting opportunity for a Sponsored Programs Administrator within the Office of Research & Development. Under general direction, the Sponsored Program Administrator will coordinate and manage unit-wide externally funded administrative research functions that include implementation of management and operational strategies. This position serves as liaison with the University’s department staff and faculty to meet research administration goals and objectives while complying with University, federal, state, and sponsor rules and regulations. The incumbent typically reports to the Manager, Sponsored Programs Administration.

Essential Functions:
Ø  Review grant and contract proposals to all sponsors for compliance with agency policies and procedures, University policies and procedures, and State of Maryland laws.
Ø  Sign proposals on behalf of the University.
Ø  Pre-review triaged agreements for “red flags” and compare incoming agreements with previously executed agreements before passing agreements to Senior Sponsored Program Administrator or Manager, Sponsored Program Administration for review and negotiation.
Ø  Review boiler plate agreements and recommend revisions when needed to address new regulations and other issues.
Ø  Answer questions from faculty and administrators about routing and processing applications and processing proposals.
Ø  Educate faculty and administrators about sponsored programs issues.
Ø  Meet with department or divisions to discuss sponsored programs issues.
Ø  Review and maintain familiarity with current policies and procedures.
Ø  Research regulations and laws related to awards.
Ø  Liaison with funding agencies.

Minimum Qualifications:
Ø  Bachelor’s degree in a field appropriate to the area of assignment and three (3) years of related administrative experience in the area of research administration;
Or
Ø  Seven (7) years of related administrative experience in the area of research administration;
Or
Ø  Any equivalent combination of education and/or experience from which comparable knowledge, skills, and abilities have been achieved

Knowledge/Skills/Abilities:

Ø  Knowledge of best practices in the field as well as relevant federal, state, and local rules, regulations, and programs/policies for meeting compliance.

Ø  Knowledge of principles and practices pertaining to developing and administering a research grant proposal and awards in compliance with sponsor, federal, state and University regulations.

Ø  Skill in problem solving and decision making.

Ø  Skill in planning, analyzing, and coordinating activities and establishing priorities.

Ø  Skill in submitting proposals using electronic administration software such as Grants.gov<http://Grants.gov>, COEUS, etc.

Ø  Skill in written and oral communication.

Ø  Skill in establishing and maintaining effective working relationships.

Ø  Ability to manage time sensitive actions in order to meet deadlines.
