I am allowing my investigators to include increases for the internal budgets budget educate them that the actual charges will be based on the policies in place at the time of the award for each period of the project. If the budget is going to NIH, to prevent any appearances of ignoring the policy and yet allow for the possibility of increases, I include the following statement: "The current year salary calculations are based on the current University salary rates unless the salary rate exceeds the NIH salary cap. In this case, the salary calculation is based on the current salary cap of $179,700. Although salaries for years 2-5 of the project budget include an increase each year, we acknowledge that according to NIH Notice OD-12-036 inflationary increases have been discontinued for FY12 funding. If this project is funded, we expect to make necessary adjustments to the awarded budget based on the policies in effect at the time of the award."

Very glad to see this question out there Jackie.  I've been struggling with
it.   I suspect that this is only temporary, hence, I would be inclined to
inflate salaries but then again I don't want NIH to think I'm not following the "new rule".

Based on the statement in the NIH Fiscal Policy for Grant Awards - FY 2012, Notice Number NOT-OD-12-036 that reads "Inflationary increases for future year commitments will be discontinued for all competing and non-competing research grant awards issued in FY 2012," can you tell me if your institution is flat-lining the salaries for all years of the award based on the year one salary for each individual or how you are handling this requirement?
