More and more I've seen NSF require that you include the new proposal being submitted as pending; at least then everyone on the project has at least one current/pending project to list. Not sure about JITs for NIH; we don't do those as much.

We had been told in the past by GMS to leave it off, so it may vary depending on the person. However, if you list the current grant on the Other Support, wouldn't you also have to say that the scientific overlap is 100%? :)

I always list the current grant under pending.  On occasion,  I have been asked by the GMS to list it as current and to resubmit.  I wouldn't leave it off.
