AHA may argue that many professional associations offer funding only to members.  But AHA is a public charity.  I'll bet a little exposé in a major newspaper about how research is being penalized before being supported by public donations might have an effect.

Effective with the winter 2012 deadlines, each applicant is required to either be an American Heart Association Professional Member or to pay $100 per application submission. I would like to know how institutions are handling this requirement?  Is the department responsible for the cost of this membership/application fee or is the applicant?
