Paul, I understand the amount of time and research this project involves as I have made several stalled attempts to construct a process manual that links and defines pre- and post-award activities. I'd love to contribute something/anything so I can justify my plea for a copy of your final document!

These may be included already but they represent issues I encounter:

1.	Contracts vs Subawards
2.	Contract negotiation especially when it involves ownership of
data and/or results.
3.	What to do with extra funds left over from fixed price contracts
when expenses come in under bid
4.	Working with the university foundation if the funding agency
requires submission by a 501 (c) 3
5.	Justification of request for reduction or waiver of indirect
cost recovery
6.	Who gets what share.
7.	Cost match or share: to track or not to track and when to
include voluntary match.
8.	Summer salary, overload, stipends.
9.	Calculation of OPE.

Many of our institutions sponsor special conferences or annual meetings to advance our mission in research and development. The question often arises how can the good merits of these special gatherings become a continual source of enrichment over time. One means that some of us have found is the publication of Conference Proceedings. Some of us might want to review a sample of one such publication.

This past summer, Navy Medicine research and development held its 2nd annual conference. A special commemorative edition of the Journal of Healthcare, Science and the Humanities captured some of the highlights of conference keynotes, posters, and presentations. You are welcome to download a copy to review. It is free and in the public domain. A bit of a holiday gift for those who might find this valuable.

The sample edition may promote creative ideas for your own institution's ways of promoting its evolving research and development mission. Developing special commemorative editions (outside of its regular editions) is one of the services that the Journal of Healthcare, Science and the Humanities provides to its federal agency, namely Navy Medicine.
