Paul, I understand the amount of time and research this project involves as I have made several stalled attempts to construct a process manual that links and defines pre- and post-award activities. I'd love to contribute something/anything so I can justify my plea for a copy of your final document!

These may be included already but they represent issues I encounter:

 1.  Contracts vs Subawards
 2.  Contract negotiation especially when it involves ownership of data and/or results.
 3.  What to do with extra funds left over from fixed price contracts when expenses come in under bid
 4.  Working with the university foundation if the funding agency requires submission by a 501 (c) 3
 5.  Justification of request for reduction or waiver of indirect cost recovery
 6.  Who gets what share.
 7.  Cost match or share: to track or not to track and when to include voluntary match.
 8.  Summer salary, overload, stipends.
 9.  Calculation of OPE.
