How does one account for going over the 100% time and effort with supplemental pay?
As I understand the policy, supplemental (over 100%) is allowed.  Is there a limit to what is supplemental and what must be charged to salary? 120%?   more?

Good morning,

Our university has been reviewing our policy for supplemental pay.  We have been reviewing A-21 and other support materials, such as NCURAs Sponsored Research Administrative Guide and note that it is not allowable unless it is an extraordinary circumstance or certain sponsors approve, but we would like to ask 2 questions...

1.       How does your university handle supplemental pay on externally funded projects (federal, state, private)?

2.       When you present this to your faculty and staff working on a project, what do you specifically site to justify how your university handle's supplemental pay (for example, A-21 or another source)?

Any direction and guidance is greatly appreciated.
