Tong,
You are not mentioning which kind of appointment your faculty has.  If your faculty member has a 9 month academic appointment, the summer research time compensation may indeed come in addition to the regular 9 month salary.  Under a 12 month appointment, it would not be possible to increase the salary to support your faculty's research commitment.
