Job Summary:
This position is located in the Office of Sponsored Projects, Smithsonian Institution, Arlington, VA. The employee in this position serves the Institution through providing guidance on regulatory compliance matters to those Smithsonian staff who wish to apply for and receive external support of research, exhibitions, education, capital and training projects.

Major Duties:

 *   Performs outreach, and provides training, and advocacy of compliance issues.
 *   Provides supports to Institutional Committees such as Animal Care and Use, Human Subjects, and IRB and prepares animal welfare reports.
 *   Develops, implements and revises research-related policies and procedures and applies federal research compliance to grants/contracts.

Qualifications:
Experience: IS-11
One year of full-time experience that is close or similar to the work of this job. The experience includes activities such as administering grants or contracts; interpreting regulations, laws and policies; conducting outreach activities; and updating/maintaining databases.

Or Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related.

Or a Combination:   FOR GRADE 11 only.
Education and experience may be combined to meet the basic qualifications; for example, a half year of experience and a half year of education in the field may be qualifying.

Experience:IS-12
One year of full-time experience that is close or similar to the work of this job. The experience includes activities such as administering grants and/or contracts to include enforcement of regulatory compliance matters, such as human subjects, animal welfare, misconduct in research, responsible conduct of research, and informal training of these topics; problem solving and recommending solutions; database development/implementation and generating reports.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience.  Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated:
Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

 1.  Knowledge of Federal research-related compliance regulations to develop, implement and revise policies and procedures.
 2.  Ability to orally communicate to staff, complex subject matter  involving the enforcement of institutional and Federal regulations.
 3.  Knowledge of federal and private grant administration including relevant Office of Management and Budget circulars in order to conduct outreach, train, and advocate for compliance issues.
 4.  Ability to collaborate on a team; review protocol documents for compliance with Federal regulations; prepare Federal Assurances and annual reports and make recommendations to committees about approval of protocols.
 5.  Ability to analyze Federal research-related compliance regulations in order to modify Smithsonian policies and procedures.
 6.  Ability to communicate in writing in order to develop or revise research-related policies and procedures.
