Our experience has been the same generally. What we find though is the ones that need the help the most are the ones least willing to share.

We feel that, if as an institution we are going to invest many hours of staff time and effort to help prepare and submit a proposal, we need to have the benefit of all possible input to help guide and assist a PI. Any review comments could be invaluable in providing that guidance.

While we are not expert in any particular field of science, in those cases where there are issues with research design or the science, we have a fund to bring in external reviewers to help those who are uncomfortable with any internal review or comments.

We do not have a policy but I follow-up with the PIs to let them know that
our office has received the notice that their proposal was not selected for
funding and request that they please forward us a copy of the reviewers'
comments for our files. So far, we have received positive responses from the
PIs and often times the PIs will ask for our feedback about the comments and
whether or not they should consider resubmitting their proposal.

I find the concept admirable, but the process misplaced.  I do not think
research administrators have the broad expertise to evaluate the science or
the science writing. Unless triage relates to proposal packaging or
technical errors with processing, the review belongs in a different venue.

Often times schools will have an internal pre- and post- submission peer
review process. This may include peers as well as a designated science
writer. This seems to be a more appropriate mechanism from an academic and
political viewpoint.  However, that is my opinion and I could be wrong.

We are planning on implementing a formal policy which will require PIs to
share reviewer comments with us. This will help us guide those who are
developing re-submissions and those who have received rejections and are
uncertain what course to pursue. To date, we have only asked that these
comments be shared with us on an informal/volunteer basis.

So, do any of you have such a policy, and how successful and useful has it
been.
