Add Huron to your list--I had at one time talked with them about this kind of consultancy.  My guess is that some of the other firms that work with higher ed--Maximus, etc., do this sort of thing, too.

My institution – the University of Southern Maine – is seeking a consultant to do a review of our Office of Sponsored Programs (OSP).
The
University is in the midst of a major reorganization and is looking at what our research mission is/should be, how we should be structured, what services we should provide (centralized vs. decentralized model), etc.

If any of you have engaged such a consultant, or know of a group that may be interested in carrying out a review, please let me know.
