I sent this question to Ask eRA (NIH) last summer.

The answer is no - it is not allowed.  Here is a quote from the response I received:  "The Research Plan must be self contained. In other words, you can't link to Web sites or embed additional information not directly visible in the application image. Otherwise, the embedded files would be an easy way to circumvent page limits."
