Has anyone out there that has requested a variance on design documents
for an NCRR G20 award.  We are having trouble getting an answer from
the agency.  Specifically, we need to know whether the variance
request can be submitted with the design documents or whether it needs
to be submitted to the Program Officer in advance.  There is nothing
in the NCRR upload that refers to a variance request.
