I did speak to the Grant Specialist and he said NO tuition.  The department
is redoing the whole thing!

Tuition can be a line item, but it will be exempted from F&A.  HRSA
recommended (on the conference call in June) that you expense everything
as Stipend or Other, unless of course you don't mind losing the 8%.
