We had the opposite experience.  We submitted a prior approval request for the replacement of one of our faculty (not PI but key personnel in our understanding) upon her retirement and were informed we did not need approval as she was not named as key personnel in the award notice.  I wonder if this opinion may vary between Institute and office.

We did run into a problem after the progress report showed significantly
different effort for someone that was not in NOA but was listed as key
in the proposal. The GMS contacted us and requested documentation to
review the change in effort.
