Cayuse can be set up to work this way too.  But we lock down the non-sci
parts of the proposal so that PI can work on narrative etc right up to the
deadline and then submit it his/her self.

We view this as an improvement on the original paper submissions where we
approved things but then sent back to PI for FedExing.

Obviously, the controls lie in strict written certifications that what a
PI submits is what was approved by central admin.
