I would like to re-visit this topic that I found on the board.

Recently we learned that one of our proposals which went through all of the
grants.gov and agency (HUD) validation processes was never included in the
agency's review process; following the awards announcement, we contacted
the program office and were told that they never received the proposal.

In the short term the agency is looking into this, after I forwarded to them all
of our grants.gov confirmations and a copy of the screen printout showing
successful submission.  The outcome is not yet known.

Since this string was started (and short-lived) back in 2007, have other
institutions experienced this problem?  I have not yet contacted grants.gov
since the program office is looking into it.  Any suggestions on approaches we
might take to have this proposal reviewed retroactively are appreciated.
