Never would we allow a PI to submit unless it was totally beyond our
control, i.e., agency allows PI the ability to submit.

We are considering options for submitting proposals via Fastlane and are
interested in learning the process at other institutions.

We are familiar with universities where the PI/unit work on the forms in
Fastlane, route the proposal to a central office and the central office
reviews and submits.

Have any of you given the PI/unit the ability to 'Submit
Proposals/Supplements/Updates' directly to NSF?  If so, we would be
interested in hearing your approach -- proposal review process,
institutional controls implemented, challenges, etc.

Any insights you can share would be helpful.
