Most places this is called "salary savings."  Everywhere I have been, these funds from a midyear vacancy went to the Dean.  Then the department had to make a case for needing the position back in the next year's budget.,  Often adjunct funds were available during the year to cover the orphaned classes.  I've heard of places where the money has stayed at the department level, but only if they were going to refill the position quickly with a less than creakingly slow process, which is the academic norm.  Dean's need cash and have very little-- salary savings give the Dean cash for personal projects, etc., at least for the year.

I don't think you're talking about a policy here-- it's more of a procedure.  Policies are too hard to change and procedures can be changed at a whim.

Hi All,
Our university is looking at establishing a Position Control Policy. We've
researched the internet for published policies on this subject to help us
gather best practices information but have been unsuccessful.

Simply put, we want to know what happens when faculty or staff positions
become vacant?
* Does the position and all the money stay in the college?
* If not:
 - Do all positions go to a central person or is the college guaranteed a
certain percentage?
 - Does all the money go with the positions to the central person, or does
the college get to keep a portion?
 - Who is the central person?
 - Finally, is this system working?

Your input on this would be greatly appreciated.
