Is it safe to assume if our proposals show in eRA Commons as "Pending IRG review" that we have passed the test of such limits (e.g., no more than 10 references)?  Or can we still be notified of a "withdrawal" of application due to such errors?

They are definitely holding these proposals to the limitations posted.  One of
our PIs received a letter saying his proposal was removed because he had
over 10 references.  We checked and double checked, and appealed because
both the PI and co-PI had exactly 10 each.

On appeal, NIH responded that their first finding was incorrect, and that
instead the PI had over one page of references (also a limit)... that error
finding was valid.
